The Coord Emergency Management Exercise and Training supports all phases of exercise planning and training
for TECO Energy compliance (e.g., NERC CIP, OPA, MARSEC, etc.) and non-compliance (e.g., Mock Storm, Privacy
Breach, Emergency Notifications, etc.) activities. Promotes a culture of preparedness and readiness through
training, drills, and exercises based on priorities established by leadership. May work as part of a team or
independently to complete the duties and responsibilities requiring discretion and independent judgment.PRIMARY DUTIES AND RESPONSIBILITIES
1. Coordinate the development and maintenance of the TECO Energy Comprehensive Exercise Plan (CEP) or
Multi-Year Training and Exercise Plan (MYTEP) to document the company’s overall training and exercise
program for a multi-year period; the CEP/MYTEP will serve to enhance TECO’s ability to respond to and
recover from disasters, both large and small, based on threats and hazards (20%).
2. Plan and facilitate exercises in accordance with the Homeland Security Exercise and Evaluation Program
(HSEEP) guidelines, which includes conducting Concepts & Objectives, Initial Planning, Mid Planning, Master
Scenario Events List (MSEL), Evaluator Briefings, Hot Wash and After-Action Review (AAR) meetings; prepare
exercise documentation appropriate for exercise type (20%).
3. Establish and maintain process for tracking exercise or real-world incident action items or lessons learned;
follow-up items through completion; communicate with leadership on status (15%).
4. Develop After-Action Reports for exercises and real-world incidents; coordinate and assist department
Emergency Coordinators as needed (15%).
5. Work closely with stakeholders at all organizational levels to integrate the training and exercise program
into routine operations (10%).
6. Administer and maintain the TECO Get Ready! Team Member Preparedness Program, including coordination
of department training, annual preparedness communication strategy, and community outreach. Supports
the daily operation of the Emergency Management team and incident management activities, as requested
including staffing emergency response teams as incidents dictate. (10%).
7. Maintains exercise documentation for audit purposes; assists the Corporate Security and Emergency
Management department during internal and external audits. Maintain exercise training documents on the
Emergency Management Portal (EMP) and department SharePoint sites. (10%).RELATIONSHIPS
Key Internal: Working relationships with Tampa Electric departments, collaborate with Emergency
Coordinators and leadership.
Key External: Interacts with agencies and key stakeholders for exercise planning and participation.QUALIFICATIONS
Education
Required: Bachelors degree in Homeland Security, Emergency Services, Public Health, Emergency
Management, or related field.
Preferred: Masters degree in a related field.
Certification/Licenses/Training
Required: FEMA Independent Study Courses IS-120 (Introduction to Exercises) and IS-130 (How to be an
Exercise Evaluator), and FEMA L-0146 [(Homeland Security Exercise and Evaluation Program
(HSEEP)].
Preferred: FEMA’s Master Exercise Practitioner Program (MEPP) or apply for certification within three (3)
years of entering position.
Florida Associate Emergency Manager (FAEM), Florida Professional Emergency Manager
(FPEM) or Certified Emergency Manager (CEM) or apply for certification within 4 years.
Related Experience
Required: 4 years of related work experience with an emphasis on emergency management or exercise
planning.
Preferred: 2 years of exercise planning following the Homeland Security Exercise and Evaluation Program
(HSEEP).Knowledge/Skills/Abilities
- Must have strong project management skills and technical report writing capabilities, along with excellent
- Must have strong keyboard, data entry and computer skills with the ability to generate and establish
- Must have strong communication and presentation skills to interact with and present to all levels of
- Must have knowledge of Incident Command System (ICS) and the National Incident Management System
- Requires the ability to handle multiple exercises simultaneously.
